Hartley had gotten to his feet when he saw Cisco dragging along a young woman who was blinking rapidly and struggling to get free. Talk about a situation that looked sketchy. It was the middle of the night, he knew that much even if he didn't have the exact time. "Hey! What's going on?"
That was the moment the woman chose to look up and right at him and then suddenly she was standing in the cell. As was Cisco. She shoved Cisco against the wall and then she was gone again, standing outside with a cocky grin. Hartley closed his mouth, since he didn't fancy himself being someone who stared with his mouth agape, seemed very much like idiot territory.
"Doesn't look like I'm going back in there after all, Cisco."
This was bad. This was so bad. Cisco looked at Hartley in panic and then nearly fell over himself moving up to the door, banging his fists against it in a useless but oddly soothing motion. Oh man, this was just the worst. "Wait! Don't!" Don't leave him in here with this guy. He'd soon take his chance with Nimbus... well, actually, not true. Maybe Hartley was just the second worst to be stuck with.
Cisco's eyes flicked around the door before he swiftly backed himself in a corner like he genius he was, raising his fists to show that yes, he was totally ready to fight Hartley. "Back off, asshole."
"You can take care of him for me, can't you, cutie?"
Hartley looked at the woman and mostly just blinked. "...I'd rather you put him literally anywhere else."
But apparently she just shrugged and walked away and here they were now. Hartley sighed and turned to face Cisco, leaning back against the wall while he did whatever he thought he did. "Can't really back off further. But this is an interesting turn of events, isn't it?"
He wondered how much satisfaction would be in beating Cisco up.
"Come on, Cisco. Come on. You made this damn thing, there has to be a way out." Yes, he was talking to himself. Hartley was right there and no, he would rather just talk to himself because hell, he just made better company. Seriously though, he made this stupid cell and there had to be like a fail safe or something. Did he not put one in? How could he not? He checked his pockets desperately and yes, Shawna had taken everything. His phone, his keys... oh man, his wallet? Really? Dick move.
He shifted along the wall until his back was to the door, feeling it blindly behind him. It was one am and every one was definitely at home and asleep, Wells would be the first one in and even then, he didn't show until like eight.

Just like the time Axel had started cooking up some drug without telling any of them, that had certainly been awkward. Especially for Axel after Cold was done with him.
Why was he tied to the chair? Good question. "I'm not totally sure." May as well be honest. Cisco licked his lips and kept his eyes closed because the light was really bright and he'd been in the dark most of the day. "Something to do with them needing me to make this weapon thingy but I tried to sabotage what I made so far and Captain Cold got pissed and I got scared. And I started to babble."
And that's have been when Leonard put him in some kind of bondage time out until he cooled down. And apparently they just left him here. Real classy. "Can I get like a glass of water? My throat is so dry." He cleared his throat a little. "Or you could just untie me and I can get it myself then go."
