Axel gets given suicide missions because he ignores normal missions. Tell him to do some minor stuff to get on the radar and stop hiding in his mansion.

Zoom doesn't like what he has, right now it's a passing dislike that just gets me yelled at a little but the less Axel is part of his new world order, the more likely he is to end up with a very dead little family SO I suggest you tell him to do his next mission.
